Turkmenistan Approves 2026 State Budget

Turkmenistan’s President Serdar Berdimuhamedov has signed the law approving the state budget for 2026. Total revenues and expenditures are set at 131.845 million manats, including a first-level budget of 36.5 million manats, the Neutral Turkmenistan newspaper reported Monday.

The country’s centralized budget is planned at 119.703 million manats, of which 24.358 million will be allocated to the first-level budget.

Allocation rates from national taxes to city and provincial budgets are as follows: Ashgabat – 5–6%, Arkadag – up to 100%, Ahal – 96–97%, Balkan – 24–25%, Dashoguz and Lebap – 100%, Mary – 80–81%.

Protected spending categories include salaries, pensions, allowances, and scholarships. In case of a deficit, financing will come from borrowings and remaining budgetary funds. Additional revenues will be used to repay loans and support socio-economic development.

The Ministry of Finance is tasked with adjusting budget figures and redistributing any savings. If pension contributions exceed the plan, payments to the Pension Fund may be increased accordingly.

Turkmenistan’s Mejlis also approved the 2024 budget execution, reporting revenues of 130.12 million manats and expenditures of 128.145 million manats.
