Turkmenistan Implements Electronic Visa System in Migration Law Amendments

Turkmenistan has enacted amendments and additions to its Law "On Migration," officially introducing provisions on electronic visas (e-Visas) into national legislation. The law, titled On Amendments and Additions to the Law of Turkmenistan “On Migration”, as reported by the state’s official media.

According to the new provisions, the electronic visa is a document issued in digital format through the information system of authorized state bodies, that grants foreign nationals and stateless persons the right to enter, stay in, and leave Turkmenistan, as well as transit through its territory.

Visas or e-Visas will be issued based on the purpose of travel, and the entire process will be managed by the State Migration Service of Turkmenistan via its dedicated digital platform.

The categories, types, issuance procedures, and rules for extending e-Visas will be determined by the President of Turkmenistan. Notably, the issuance of an e-Visa does not require an invitation for entry into the country.

The State Migration Service will also approve the formats for applications, required documentation, submission procedures, and samples of both visa stickers and electronic visas.

During the eighth session of the Mejlis of Turkmenistan of the seventh convocation, held on April 14, 2025, amendments were introduced to a number of existing legal acts. The changes affected the Laws “On Migration” and “On Administrative Procedures,” as well as provisions of several national codes, including the Criminal Code, Labor Code, Tax Code, and others.
