New regulations are being introduced to Russia's rail freight system

Freight traffic on the limited railway infrastructure is given priority to goods transported in accordance with individual decisions, orders and instructions of the President of the Russian Federation. "Kommersant" informs about this, referring to the relevant document on the rules of non-discrimination of freight carriers on railway transport infrastructure. It was approved by a government decree on May 27 and will enter into force on September 1, 2024.

The non-discrimination rules were suspended in 2022 due to the urgent need to export products from companies that lost European markets. Instead, temporary rules were introduced to determine the importance of shipping. Temporary regulations, unlike non-discrimination regulations, are adopted at the level of the management of the open joint-stock company "Russian Railways", not the government. According to "Kommersant", during the two years, the temporary rules were constantly changing, and it was decided to consolidate the changes made to the non-discrimination rules.

"Russian Railways" says that currently 60% of the freight capacity of Eastern movement is reserved for "custom cargo". First, in 2024, the export corner transported 99.3 million tons of coal products from Kuzbass, Buryatia, Khakassia, Tuva, Yakutia and Irkutsk region to the east. At the same time, he warned that he will not be able to export the entire cargo due to the orders given to "Russian Railways" to export other cargo products, primarily oil products.
